Twelve years have gone by since Jesse Gonzales arrived in Colombia with President J.F.. Kennedy's Peace Corps. Youthful optimism has given way to bitter resentment and an increasing reliance upon alcohol. Broke, saddled with a wife and four children, Jesse must now depend upon his arrogant in-laws.
An opportunity to get his life in order arrives in the form of an offer to renovate a old apartment building. At the site, Jesse hears tango music and feels a brooding energy about the place.
